Conceived in 1989, in Porto-Alegre, Brazil, the participatory budget is a tool for participatory democracy that gives citizens the responsibility of allocating part of the budget for their territorial community to relevant projects. This democratic innovation is now increasingly employed throughout the world with very different objectives and results. Anne Latendresse draws up an outline of the initiatives, their progress, and their limitations.
