How can we ensure people’s right to participate when those opposing a project prevent the holding of public debates? That is the question the CNDP asked itself when opponents of the Cigéo project prevented the holding of all public meetings. That led it to organize a citizens’ conference allowing a panel of 17 citizens to draw up a notice on an extremely complex subject. The document was deemed to be very relevant and was taken into account in a 2016 parliamentary bill.
